Biography

Dr. Bullard’s experience includes nursing experience, both clinical and management, in the areas of obstetrics, pediatrics, and adolescent mental health. Healthcare administrative experience beyond clinical nursing, medical practice manager for Blue Care Network/Blue Cross Blue Shield of Michigan, and Executive Director for a subsidiary company of hospital-owned physician practices. Higher education experience includes teaching, Dean of Health Sciences, and a state-wide executive position for a private, non-profit career college. Currently, Dr. Bullard serves as the project Director for the Central Michigan Recovery and Education Network (CMREN) a HRSA-Rural Communities Opioid Recovery Program Implementation II grant-funded project at FSU which developed a coalition for prevention, treatment, and recovery improvements in the Mecosta, Osceola, and Newaygo counties (2020 - current). She was instrumental in the start-up of the Mecosta-Osceola Families Against Narcotics (FAN) Chapter and Hope Not Handcuffs Program in Fall 2022, currently serving as Chapter Secretary. Active in the healthcare arena, she served as Chair of the Northwest Michigan Chronic Disease Council (2014 - 2020), and member (previous Chair) of the Patient and Family Advisory Committee for Spectrum Health BR-RC; 2016-2018 national Medical Practice and Ambulatory Care Faculty Forum Leader for the Association of University Programs of Healthcare Administration (AUPHA), and in member capacities for other local, regional and national committees. Dr. Bullard is a Lean Black Belt in Healthcare and a certified trainer for Bridges Out of Poverty and Bridges to Health and Healthcare.
