FACULTY TEACHING COSTS AT OFF-CAMPUS LOCATIONS
The intent of this policy is to reflect the actual costs of offering courses/programs at off-campus locations. As a consequence of this policy, off-campus instruction should be a zero cost activity for the colleges. Activities related to off-campus instruction will be coordinated through the University Center for Extended Learning (UCEL) or FSU-GR.
When a faculty member teaches a course inload at an off-campus location, and an on-campus course must be taught with overload or adjunct faculty, UCEL or FSU-GR will be charged directly for the overload/adjunct costs incurred by the college (see note below.) If the faculty member teaching the off-campus course also elects to teach the overload, the off-campus course will be considered the overload and only the overload salary will be charged to UCEL or FSU-GR.
When an off-campus course is taught as an overload or by an adjunct faculty member, the related salary costs will be charged directly to UCEL or FSU-GR (see note below.)
When a faculty member teaches an off-campus course, either inload or overload, the faculty member will be paid for time in transit at a rate of twenty-seven cents per mile in addition to the travel allowance as determined by FSUs institutional travel policy. Travel costs will be charged directly to UCEL or FSU-GR (see note below.)
In all cases, it is expected that the college will offer all off-campus courses in a manner that maximizes the enrollment for the course. For example, a course with expected low enrollment at one site should be taught through distance learning technologies at multiple sites to maximize the enrollment. The combination of enrollments at the multiple sites will be used to meet the on-campus course capacity and determine load.
When a tenure-track faculty member is teaching a course for the first time via distance learning, the faculty member may be eligible for 25% release time or a stipend equivalent to a 25% overload with the approval of the dean. The stipend or replacement costs (overload or adjunct faculty) will be charged directly to UCEL or FSU-GR (see note below.) Compensation for development of totally web-based courses will be as determined in the policy on Internet courses (being developed).
If student demand at off-campus sites warrants hiring a one-year/one-semester temporary faculty member at the off-campus site, related salary costs will be charged directly to UCEL or FSU-GR (see note below.) These expenditures require prior approval by the Vice President for Academic Affairs and the Dean of UCEL or the Vice Chancellor and Academic Dean at FSU-GR.
If faculty are assigned coordination of or advising for off-campus programs and this results in overload/adjunct costs to meet on-campus course needs, the related salary replacement costs will be charged directly to UCEL or FSU-GR (see note below.)
NOTE: EAAs for overload pay, adjunct faculty pay or travel reimbursements that are charged directly to UCEL or FSU-GR should be initiated by the department offering the course. The EAA should be forwarded to the Dean of UCEL or the Vice Chancellor and Academic Dean at FSU-GR for account identification and approval.
